Delhi witnessed a sharp increase in Corona patients, Kejriwal saying need not worry

Corona’s positive cases crossed 17,000 in the capital, Delhi and are increasing rapidly, Arvind Kejriwal giving a message to the public, Need not to worry, assuring that we are fully prepared, he even said that we cannot be in permanent lockdown an everything is taken care of

But the question arises how? On one side he is saying we will open Delhi as it was previously working and on the other hand he is suggesting people to self-quarantine at their homes stating most COVID cases are having mild or no symtoms.
