People associated with the rath yatra had said that Lord Jagannath was worshiped according to the customs described in Skanda Purana and other sacred books. In 1960, the Government of Odisha took over the management of Jagannath Puri. In 1964, the Supreme Court directed that all religious customs of the temple should be followed. In the High Court too, the Odisha government has said that it is not capable of managing the Jagannath Puri Rath Yatra this year. In the end, the rath yatra was allowed by the Supreme Court.
